Unit B assaults the half out of cover. Unit A has to move through cover to "defenders react." Does unit A have I1?

You only strike at I1 if you had to make a difficult terrain test as a result of your assault move, so no Squad A does not strike at I1

Yes, but their move is not affected by terrain, meaning no test, and it is TAKING the test that means your I drops. Merely moving through Diff terrain is not enough - e.g. Harlequins, which ignore DT, never trigger the init reduction
