I was thinking about making a display board for some miniatures. Can I use a drill press
to put circles into the foam?

I would imagine that getting a flat bottom and not over drilling would be a concern, but as long as you have a shop air filtering system and wear a breather, it should be fine. I would also caution that the friction may start to melt the polystyrene, but definitely worth a shot.

id suggest something firm on top and bottom, it will help get a clean hole.

Maybe I should just learn to play with wood.

If you look at the finished Orks in my Gallery pics- the display board they are on is pink foam. To make the recesses for the bases I got my dremel out, and the mandrel attachment(the one for cutting discs). I took a piece of flat brass stock 3/16" wide and a lil over 25 mm long. I drilled a hole in the middle and fixed it on the mandrel. Now, I saftey tested it at high spped and well away from me at about half the dremels max speed for 5 minutes. It didnt fly apart- so I deemed it safe

So, just a flat spinny thing doesnt cut into the foam well at all-so I put a slight tweak on each side so it was a bit like a propeller and would get some 'bite'. After that- it ate perfect little circles in hte foam wherever I pressed it.

To lay out where you want your figs set- I recommend planning your layout ahead of time. I used a spare fig, and dipped the base into some old thinned out craft paint to make little circles on hte foam to mark where to cut the recesses.

Other tips for display bases- leave space to add figs. And take some empty bases and flock them to match in case you want to take some figs out of your roster.

Oh- and do the foam cutting outside- it turns into a pink dust/confetti mess that will static cling to carpet, curtains, kids and is vacuum resistant.

Gee...a compass...totally useless for cutting a few dozen circular recesses into foam...or any substance.

Sure, theyre great for setting the size of a circle- but we can just use a base for that.

Ok- so you cut a circle in to the foam, now what? The foam inside the circle is what he wants to remove- its still there...

If you have a cordless drill you can use hole saws; they come in many different sizes.
