yes they can but models in combat don't have line of sight so if the spell requires line of sight then they cant cast it

Sorry, that is overly simplistic.
In general you may cast spells in close combat, and LOS is worked out as normal - so if you are on a large target you would have LOS over a normal sized model.
However, they are some resitrctions / added rules:
1) Magic Missiles may NEVER be cast while in CC
2) You may only cast spells on the opposing unit in CC if the spell states you can
3) you may cast spells on your own unit without restriction.

Addendum to #3, you can't cast on your own unit while in combat if it requires LoS per the FAQ. Non LoS spells are fine though.

Actually, as per the FAQ, you can't draw line of sight to a unit you're in, wether you're in combat or not.

Which is, frankly, slowed as far as rules go. It is so wrong no tournament I have been to in the last year even considers using it.

Oh, I concur. Even GW agrees that it's counter-intuitive, but RAW being RAW... That is my biggest hope for 8E.

It's not that they can't look left & right, it's that the unit as a whole can't take action against people left in right without tripping over eachother, stabbing your buddy and the the banner and musician getting lost in the shuffle. That's why skirmishers have 360 LoS, cause they are restricted by their formation. And this actually makes sense. Look at tactics at the time of phalanxes, you manage to get around someones flank, and you just run down the row, 'cause they can't react cohesively.
And they do see those harpies, that's why that won't march when they are right there. Wizards should be able to see their own unit, but I get the RaW, so what if the wizard was in the second rank (a la Brets or Lizards)? Can they see them now?
