Neophyte undergoing Ritual of Detestation

Ok, this is my first list in a long, long time - so go easy! As I haven't played a game in over a decade, I have no illusions of this being competitive or actually any idea when I'd ever get to play with this army (if at all). I've conceived this list with a bit of fluff I created ( they're a rogue Ultramarines Descendent Chapter, have a look here) Anyway, let me know your thoughts.

HQ:
Brother Oedipus (plays as a Space Marine Captain) w/ Relic Blade
+ 4 Veteran Marines with Storm Bolters
+ Razorback
= 297 points

Elite:
Sternguard Veteran Squad
+ 5 Veterans
+ 2 Flamer
+ 2 Meltagun
+ Rhino
= 305 points

Ironclad Dreadnaught
+ Heavy Flamer
+ Drop Pod
= 180 points

Troops:
Tactical Squad
+ 5 Marines
+ Flamer
+ Heavy Bolter
+ Rhino
= 205 points

Tactical Squad
+ 5 Marines
+ Flamer
+ Missile Launcher
+ Rhino
= 205 Points

Scout Squad
+ Sniper Rifles
+ Camo Cloaks
= 90 points

Heavy Support
Devastator Squad
+ 2 x Missile Launchers
+ Lascannon
+ Plasma Cannon
+ Razorback
= 220 points

The whole thing comes to 1502 points, so I'm a little over but I figure that's OK. The weaknesses I can identify are lack of ranged heavy support. I've got a small devastator squad, and a few heavy weapons dotted here and there - do you think this will be enough? Some may note a lack of Terminators. I love everything about Terminators, but by going with the vanguard instead I can afford a few extra bits here and there. Am I crazy? Should every SM army have some termies?

This is best used as a close combat unit, I would drop the storm bolters and take some close combat weapons to reflect that.

I would drop the flamer and meltaguns and take combi-flamers and combi-meltas

Nice and Basic, I would take some meltaguns tho there's alot of mechanized list out there now.

Scout Squad
+ Sniper Rifles
+ Camo Cloaks
= 90 points
Weak choice Snipers don't do much well except get stomped on.

Heavy Support
Devastator Squad
+ 2 x Missile Launchers
+ Lascannon
+ Plasma Cannon
+ Razorback
= 220 points
I would stick with Rocket Launchers and Heavy Bolters, the other choices are to expensive for Devastors and are better suited for Tactical squads. Also you should try to max out this squad or at least get some other marines in there to soak some wounds. A razorback with a TL Lascannon works well with Devastators


Should every SM list have Terminators... no

It depends on your play style, Assault Terminators are one of the best units in the codex, but I would put Sternguard and Ironclads up there too.
