If a drop pod lands within 1" of an enemy model and not 'over it' does it cause a mishap?

A drop pod has inertial guidance (see codex SM), and it says there that it will not land within 1" of an enemy model or impassable terrain. The only way for it to mishap is for it to scatter off the table.

Nope, Inertial Guidance says "Should a Drop Pod scatter on top of impassable terrain or another model (friend or foe!) then reduce the scatter distance by the minimum required in order to avoid the obstacle" (emphasis mine).
If you fall within 1" but not on top of an enemy unit, Intertial Guidance is never triggered by RAW, and thus, the Drop Pod mishaps. Indeed, arguable Inertial Guidance doesn't offer any benefit when you scatter directly on top of an enemy unit either, because if you reduce the scatter the minimum distance to avoid the enemy unit, you will reduce it to the point that you are within 1" of them, and thus mishap.
The RAW here is messed up, but the RAI I would argue are abundantly clear, if a mishap is caused by impassable terrain, or models, reduce the scatter until that mishap no longer occurs.

Ii would actually argue that "reduce the scatter distance by the minimum required in order to avoid the obstacle" means you reduce the scatter such as that you do not mishap, but I can see the other side too.

In addition if you place your initial point on a point on the table which does nto have room for the pod to come down (due to enemy / friendly models, or impassable terran), and roll a hit *or* dont scatter far enough, you mishap.

Yeah i had an opponent bring this up yesterday in a game of vassal.
I was surprised as well.
Specially since you only 'reduce the scatter' distance meaning that you can't really move the pod around to a safe landing location as you only get to reduce the distance of the scatter you cannot extend it or otherwise.

It stops you simply placing the model in the middle of a horde, knowing that you will safely land in a nice rapid fire distance from the enemy. You instead have to place it at the edge, and hope you dont scatter away from the unit.
