Honestly i see no rules reason why not but its a very cheep move.

Why cheap? Could just represent a Valk hovering in the area to either waiting for fire order, troops to disembark, or embark.

I would just do a 3" movements in a square.

The only thing driving a vehicle in a circle is going to accomplish is prevent the vehicle from firing some of its own weapons. Like Insaniac pointed out, all of the benefits to moving the tank depend on actually moving.

So go ahead and do the cruising speed in place trick. Your opponent will thank you for it.

I see what you mean, and personnaly I would say it is pretty bad on fair play perspective, but OK in RAW.

In fact I was about to say that this case is specifically disallowed in the rulebook. And I would even be right...
in 4th edition.

While turboboosting bikes retained the obligation to finish their movement at a given distance from their initial position, this is not the same for skimmers. This particular case was apparently forgotten in 5th, or is deliberate.
