I guess they have them at some of the online bitz stores, but they usually don't come in the box. Where do you get combi-weapons for CSMs (or SMs)?

I think you get a combi-plasma and combi-melta in the SM commander box.

yep, apart from Cassius, the sternguard veteran with them or making your own the commanders box is the only plastic SM kit with combi-weapons.
But dosn't the chaos terminator box come with combis? and amybe the space wolf one.
If not, combi weapons are pretty easy to make. for plasma combis, take a plasa pistol, a bolter and a magasine (I used a storm bolters box), chop the grip and magasine off the bolter, stick the pistol where the grip was and the box where the magasine was the volia, insta plasma combi.
As for metla combies just hope the new BA's have a few melta pistols (I heard a rumour about them) then see above.

Combi-plasmas and combi-meltas come in the SM Commander box and can be bitz-ordered; loyalist combi-flamers don't exist in plastic, but can be trivially converted from a flamer and a combi-plasma. It's also possible to covert one from a combi-melta, but you generally end up having to put the nozzle on upside-down and IMO this looks worse.

They have a combi-flamer in the Chaos Terminator kit, but nothing else you could use. It looks really big for a regular SM to one-hand though.

I semi-mass-produced a bunch of combi meltas for my RTB01-sternguards. I can't give you a pic right now but I can try to share my method that I have dubbed "the melta sausage". The body was made from a regular SM boltgun on the bottom and an old chaos boltgun put on top. The top part can be made from almost anything weaponlike with squared edges, it's the nozzle that helps people recognise a melta. The ammo canister is also a marking spot for a melta, but it is definitely not needed for a weapon that is supposed to be a one shot.
The typical nozzle I created by rolling a thin sausage of greenstuff to melta nozzle thickness and a few inches length. Then I let it partially harden (about one hour) and used a craft knife to mark up segments along the sausage. Next step I used a sharp needle to make the four typical slits on each of the segments. Then I rolled the sausage over, so I got the opposite side, and made similar slits there. After it had hardened completely I cut it up into the previously marked bits. My first try took an hours work and a few hours waiting. It gave me 10 perfectly workable melta nozzles, and a bunch that I had to trash because they looked very unsymmetrical. My greenstuff skills are very modest, so I'm sure pretty much anyone could do this.
Last step is to cut 0.5-1mm thick discs from a plastic rod (or another greenstuff sausage) that is slightly thinner than the melta nozzle. Use these discs as spacing between the nozzle and the body of the melta. You might even want to put one of these discs on the front end of the nozzle.
If you want a pic, I can take and post one. I havn't even base coated these sternguards yet.

I like that-- I was thinking I wanted a combi-melta the most. However, I could just give the model a holstered combi-melta, the model having a bolt pistol (or plasma) and powerfist. What are the tourney rules on that?

Well, as long as the soldier actually has a bolt pistol (or plasma) as well as a combi weapon you should be fine with having them both. I'd suggest modelling the combi weapon to hang very visibly from a strap across the back or under the arm of the model, not just modelled as a non-descript weapon in a holster. It must be very clear to your opponent what weapon your model is equipped with. Most tourneys are very strict on the WYSIWYG rules, and you really don't want to win a battle just because your opponent didn't notice the combi melta that was hidden under a cloak...
