O.k. so I have a seer council exodites on cold ones(since they are to cool for flying rocket bikes). and people at my club are either saying they arnt allowed, or they are allowed. so are they legal or not?
and sorry for bad spelling or grammer or if I put this in the wrong section. Im still a noob

I think that they aren't legal anymore,but i'm not sure if my answer is correct.

There was one unit of Exodites legal in 2nd edition, none thereafter.
There is one fan-made Codex for 3rd edition: http://www.agisn.de/html/codex_exodites.html .
Use Exodites "counting as" something different is a solution, but needs approval of the opponent. This is non-trivial as a Dinosaur counting as anti-grav with turbo-boost is a bit of a stretch.

What about if they're alien dinosaurs that have organs that fill with lighter-than-air gas, allowing them to move quickly across terrain in short, fast hops?

Exodites are great. I would not have a problem with a counts as army, nor would many people, so long as you don't use the same conversion to represent several different things, etc, and point out what unit is what when you deploy or before the game.

This is something that really annoys me. Why do people consider "Counts as" to be more "opponents permission" than the entire game itself? If I don't want to play against Monoliths, you can't force me, even if you are using the GW models.

Really? I have a scratchbuilt blimp to count as a Vendetta gunship. It's pretty darn amazing, even if I do say so myself. As long as the 'counts as' is visually pleasing, roughly the same size and shape, and weapons are clearly identifiable, you should be able to use it regardless. The whole point of the hobby is that you're meant to be able to find ways to express yourself and your models in a unique and individual way. Otherwise there wouldn't be such a thing as a conversion, and we'd all be using the same bland unconverted identical miniatures.
