So I have an Idea I have been kicking around for a while... No pics as of yet, sorry. But I am trying to convince myself that if I were to make a Bioshock theme'd army I would have enough characters to pull from to create a full group. So far I have rough idea's of that things would represent what. (Also in terms of Marines)
Splicers
Thuggish- Tac Squad/ Assault Squad
Leadhead- Tac?
Nitro- Devastators
Houdini- Possible Lib?
Spider- Termies
Brute Splicers- Termies? Dreads?
Big Daddy
Bouncer- Termies? Dreads?
Rosie- Dreads?
Rumbler- Dreads?
Big Sister- Dreads?
Misc
Security Bots- Scouts
Little Sister- Lib?
As you can see it needs some fleshing out, I am not sure how I want to go about it. If I can get this worked out I may start trying to throw basic squads together, any ideas Dakka?

Throw enough Goblins at anything and it should go away, at the very least there will be less Goblins.
What does Eric Clapton and Coffee have in common? Both suck without Cream.

I really don't see this working as a Marine army at all. Splicers are just crazy folks with handguns, wrenches, and what have you. There's no way they could represent a T4 model in power armor.
I could see a Guard army using Penal Legion as splicers, and Ogryn as Big Daddies. Alternately, an Ork army, with Thuggish splicers as slugga boyz, and leadhead splicers as shoota boyz, with Big Daddies as Mega Armored Nobz.

Penal legion is your best bet, with ogryns representing Rosies.

It's being run by people with short term vision and enough greed to extinguish a sun.
Perhaps they're the C'tan. |

Whoever posted that aqwatic dezzert raidaz or whatever it was a little while ago had this goin on. His mega-nobz looked like big daddies. Im sureif you search orkz in the gallery it should turn up. I'm playing runescape and am too lazy to link it right now. Also grotz would make for good lil sisters. Vehicles might be a tough one to figure out though.

On a sidenote, does anyone know where to get deepsea diver heads for conversions. I once saw a conversion (steampunk Space marines) and asked, but got no answer.

'recreational conflict' is the company that makes the helmet I think, but I don't know where to find it on the site.

the chaos searchlight would be ideal for making your own diver helmet.
