I want a bit of clarification on this one since it's a 1st one for me, and it's never occurred to me to do so.
If you have a vehicle with scouts special rule.
Does it get a FULL movement phase? Or is this limited to just a full normal move?
Reason why i ask, is because i'd like to know if Disembarking the unit within also counts as part of this move, or if disembarking is an action during the movement phase specifically.
Please avoid responding without taking a look at what the rules for disembarking and scouts actually says. I myself went back to re-read it. And I still would go with my first assumption that you ONLY get a 'move' and that 'disembarking' is not a move rather an action taken during the movement phase.
But I could be wrong for all I know so wanted to know how everyone else views the matter

Disembarking says that "A unit that begins its Movement phase aboard a vehicle can disembark". A Scout move is not a Movement Phase, so there is no possible way for the Squad to ever Disembark, even if it has the Scouts USR, as the unit cannot have possibly begun a movement phase embarked. The only way it could be able to is if it had a special rule saying "This unit may disembark in the Scout Move", which nothing does to my knowledge.

...what. That is wrong on several levels, if it is referring to scout moves in general or claiming to be a quote.

I'm confused by your post. Are you looking for an explanation of why the INAT people decided that it could be done, or are you trying to say something else?

INAT may say this, however the rules do not.

The INAT FAQ is a set of house rules for use with Adepticon, and, as such, cannot be "wrong."

It can be from a RaW standpoint.

I think the more appropriate response, when someone brings up the INAT in support of one of their rules arguments, would be:
"The INAT FAQ is merely a set of house rules for use in Adepticon that has been provided to the public for their optional use, should they so choose. It is not, nor has it ever been, a source for official interpretation or ruling on any part of the rules for Warhammer 40,000."

None the less, as the FAQ used by tournaments worldwide, incorporated into the gaming of thousands at home and perhaps most importantly, recognised and directly incorporated into the Official Games Workshop FAQs and used in the construction of their Errata, we can certainly afford it considerably more attention than your own FAQs...

Scout Rule-
p.76
"...any scouts may make a normal move. This is done exactly as in their movement phase..." BRB.
furthermore
p.76
"if a unit with this ability is deployued inside a dedicated transport, it confers the ability to transport"
disembarking p.67
"a unit that begins movement phase abourd a vehicle can disembark either before or after movement"
seems pretty clear that if you've got a deffkopter it can turbo boost, "long as it remains 12" away " scout rule
or if your troops have USR scout and a decicated trans, they can disembark (following the movement and disembark rules)
