The bit stuck on the side of England. Wales isn't it.

Well yer actual radiation is invisible so they wouldn't look much different. As far as I can remember radiation sickness would cause hair loss , bleeding gums/teeth falling out , so no change there either.
If on the other hand you want to take a more "cartoon" version of radiation then you could use radium as a basis. That's the glow in the dark stuff they used for clock dials e.t.c. Which as ,you know, is kind of light green. Scatter a few barrels around the bases with radioactive waste seeping out and radiation warning signs. You could even paint them with glow in the dark paint but that would only show up in the dark. Its a interesting problem , light source painting? LEDs inside models. Can't wait to see what you come up with.

bright green fluoresant goo dribling from most of their orafaces....

My advice would be to mix a little glow in the dark paint with some green ink and some transparent silicone based kitchen and bathroom sealent then to daub then running down from various orafices.

If you want a more cartoony look use scorpian green instead of green ink.

You can switch out the sealent for PVA (elmers) glue if you want but remeber that the glue will shrink whereas sealent wont.

You could make the eye slots on the helmets produce a glow effect. Some drybrushing to indicate source lighting would help tremendously.
