So, I've decided to go with the space marines for my first army. I'm going with a Iron Snakes scheme, from Dan Abnett's book "Brothers of the Snake" and I have a few questions about how I can outfit my unit.

1. Can tactical Sergeants take a lightening claw with a bolter?-Sergeant Priad carries one.
2. Can I use a blood angel's codex?- Exchange the Death Company as my Notable Squads...
3. How will most gamers react to me using sea lances and count them as power weapons?- Iron Snakes prefer sea lances as the close combat weapons.
4. Can I put an Apocrathy in every squad? Or could I just make one squad special and put on in?- Every squad in the Iron Snakes has an apocrathy.
5. Does it cost points to take shoulder banners?-Every squad has a standard bearer.

Sorry if any of my questions are stupid, I'm a newbie.
1) Page 134 Codex: SM lists what a Seargent can take. If it's not there, he cannot take it.
2) You can use your models with the codex just fine, but don't mix and match rules. One or the other.
3) As long as you point out they are PW, 99% of people will have no problem.
4) Again, see the rules in the codex. If it doesn't say you can, you cannot.
5) See the codex. Not every squad can take them
6) Whatever colours you want!

Actually, now that I think about it, the best thing for you to do is to play a Counts as Blood Angels army with Saguninary Priests in place of Apothacaries.

Or look at the Red Scorpions list from Imperial Armour, which apparently includes rules similar to those from the last Marine codex, allowing you to upgrade Tactical Sergeants to Apothecaries.

On the back-banners... Marines squads have always traditionally had squad banners on their sergeant's backpacks, that usually show the squad's organisational symbol and number. If the squad breaks into Combat Squads, the second combat squad leader has also often had one (with older fluff stated that every marine actually has one furled up on a telescoping banner pole in his backpack). Looks something like this:



These banners are purely cosmetic, so you can put them on whichever squads you like. Although it looks better if you're consistent with it, and put them either on all or none.

Another question: DIY Characters. For example Brother Sergeant Priad: Could I put a lightening claw on him, make some fluff up ect. Set a higher point cost? Even though he's a tactical sergeant, could I put a lightening claw on him as it is in the fluff?- Even though it's not in the codex.

If your opponent is okay with it, yes. It would be best to have another sergeant without a lightning claw as backup.

Several people, actually
It's a problem with most flamers on vehicles and flamers in general, you often can't fire them if you follow the rules strictly.
99.9% of people don't actually play that way, and assume that the flamers are firable and simply ignore the firing model.

If your new with marines stay away from confusing special character for your first couple of games to get a feel for them.

Depending on how AMAZING you want your one little tactical sergeant to be, you could always take a Captain as one of your HQ choices and run him with the squad, and outfit him with a lightning claw, etc... the downside to this is your tactical squad now costs about twice as much and you have one less HQ choice available.

Yeah, I don't have the resources to outfit that tact squad completely right now. Two more questions:
Are strenguard squads worth it?
What are Deathwatch Kill Teams?

Strenguard: No, unless you are playing with Pedro Kantor to make them Scoring.
Deathwatch Kill Teams were the "Prototype" Sternguard. They also used Special Ammo etc.

Google up "Lexicanum" and search there for more info on Deathwatch Kill Teams

Ok, thanks, lexicanum is a great website, it actually was where I started to learn about the 40k fluff! But are Deathwatch Kill Teams still in use?

Sadly no, the rules for them are no longer in use. However, you can use Sternguard Rules and have the Models as Deathwatch. In fact, the Sternguard Rules are better than the Kill Team rules imo.
