I have seen several cases where people say they choose to fail a morale or leadership check. I looked in the rulebook and can't find any mention of this. Can someone explain this to me please?

They cannot choose to fail, unless they have Calgar. His chapter tactics allow any models in his army choose to pass or fail leadership checks.

combat tactics (codex SM only) lets you automatically fail a moral test .... Calgar boosts this by letting them automatically pass.

Note Combat tactics is lost if you take certain special character; being replaced by a different special rule

Yeah combat tactics allows you to automatically fail any morale test you want to. In C:SM.

Marneas Calgar a spec character in the codex allows you to chose to pass or fail any morale check you take.

Which basically means if you're in a situation where passing your morale test means you might get swamped by assaulting enemies the next turn, you can automatically fail it and fall back.

Let us not forget the Inquisitorial Iron Will, which allows them to choose to pass or fail a Morale test.

We're talking space marines here Don, not Inquisition. If you've got an allied inquisitor in your force then maybe, but you don't need it since they automatically have the Combat Tactics rule.

The OP didn't say that all the cases he saw were space marines. Don is just providing an additional special rule where you can choose to pass/fail a morale check.

Not true. The Number of times I have screamed at my Grey Hunters to Fail and run so my Long Fangs can shoot them up next turn is unreal! xD

OP says nothing about Space Marines in his initial post. We don't know what army he was talking about.
