It's not that the Legions are 'useless' it's just that there are no specific rules for them and so in a sense don't exist and are 'count as'.
The codex is still functional, but offers less synergy and force multipliers as the newer codicies.
Competitive? It can be.
Boring? As said, yes.

This is a little story about four people named Everybody, Somebody, Anybody, and Nobody.
There was an important job to be done and Everybody was sure that Somebody would do it.
Anybody could have done it, but Nobody did it.
Somebody got angry about that because it was Everybody's job.
Everybody thought that Anybody could do it, but Nobody realized that Everybody wouldn't do it.
It ended up that Everybody blamed Somebody when Nobody did what Anybody could have done.

I am hoping that they go with the "Legion" specific codexes like they were rumored to be doing. Keep CSM as the Space Marine equivalent, and use Emperor's Children, et. al. as the Wolves/BA/Templar equivalents.

Personally I just don't see GW producing Legion specific codexes. Primarily, I don't think they have the stomach for it and secondly it would interfere with producing more SM codexes.
I do think the current CSM codex could be seen as a 'vanilla' version which would allow Legion's to be placed in separate codexes of their own. However, I doubt we'll see such a thing in 5th edition. Do I want a specific Legion Codex for my 'Word Bearers'?! Hell ya! But I know it'll never happen.

I play and quite enjoy the current CSM codex. It doesn’t have nearly as many options as the previous one, but it’s certainly competitive. Having six different Troops/scoring unit options is particularly nice in 5th edition.

The codex is pretty boring.. I try and try to find an interesting way to play it.. I have since given up.
