It dosent really talk about it after the second founding. Dose Terra say "I feel like a couple more Marine chapters"? Or do chapters award more chapters to outstanding captains. I feel kinda in the dark about this piece of fluff.

When the chapter is founded the Primogenitor chapter sends a few officers to train them and one of them becomes a chapter master and it takes some 57(not sure) years to produce a 1,000 progenoids.

Also, correct me if I'm wrong, I think only the high lords of terra can commission the founding of a new chapter.

Normaly only the High Lords of Terra can commision a succession or full founding, but there have been exceptions (it'll take me awhile to find an example but I know I've seen it)

The DA Chapter Master (I forget his name) had the high lords make a chapter to, unofficially, hunt down Cypher.

They grow geneseed in tanks for awhile and then they grab the first 1,000 angsty teenagers that look like they've got some potential and pump 'em full of mariney goodness. Seriously, why else would all the frickin' chapters be called blood this and black that?

The Highlords of terra decide to found a new chapter.

typically an existing chapter will provide some veterans to start the chapter and provide some starting equipment.

many new chapters are fleet based(at least until a sutible recruiting world is found) but may stay nearby a forge world to build up their supply of equipment.

Geneseed stocks take 50 years or so to build up, but the chapter may take 100-150 years to build up to full numbers.

chapters also maintain stocks of extra geneseed in case of destruction in battle.

some chapters(especially former legions) have very large stockpiles of geneseed, maybe enough for several chapters over or even a legion.

Chapters also have to give away 5% of their gene seed stock as a part of their tithe, I'm pretty sure that the progenoids were grown inside convicts or something, cant remember where I read that though

They are grown in a test-slaves who are used as a medium to grow it.
