These are my views / theories
Firstly, Cypher MUST be a good guy, he is not one of the Fallen cos he wears green armour, pre-Heresy was not green (black? me forgets)

He is/was the Voice of the Emperor, giving the Imperium a necessary warning before the Black Crusade.
He may have been a Librarian before he went rogue
He dicovered that *spoilers*
1. Lion' el Johnson is still alive in the centre of the Rock, kept alive by the Watchers in the Dark (they protect him by teleporting him out when in trouble)
and
2. ....damn it.... this is a theory me and my friends created, cant remember part two. The Heresy traitors maybe? Never mind, but my first point still stands

Wehrkind: "Nah, see he yells the order, and when everyone looks at him and say "What?" he grabs the vox, hits a guy with it and screams "CAN YOU HEAR MY NOW?!" into the mouth piece. Works like a charm  "
Funny thing to do on L4D [if you own the server] Bind the tank music to a key, then at quiet moments press it and start firing like mad at something behind your team whilst screaming 'tank' on voice comms. |

I'm sorry, did you even read the same 13th Black Crusade fluff the rest of us did? Like where he met with Abaddon and specifically made a deal with him concerning his role in the Crusade and how the Voice called for the people of the Imperium to rebel because the established order wasn't the correct one as evidenced by the Plague of Unbelief?
