I'm interested in building a vostroyan themed army but Im curios whether or not it would be to expensive and difficult when it comes to purchasing the models and stuff. is that true?

yea most likely I would go tank heavy, I mean, I already have an ork army and the whole horde aspect is kinda old, although I love it with orks cuz its just....orky but if I make it a vostroyan based army am I not allowed to use other Imperial guard models?

I suggest you use Cadians plus these helmets (http://www.pig-iron-productions.com/hd11-kolony-militia-winter-head-sprues-p-18.html) and greenstuff on coats to make less expensive Vostroyans if you prefer.

Cool! thank you very much for that link my friend but I have never used greenstuff in my life, would it be difficult to make capes?

It wouldn't be too hard to make capes, but for someone inexperienced they'll probably look lousy. I say go for Vostroyans and make a mechanized army. 4 squads of veterans in Chimeras and you should be all set. You can use any Guard models you want in an army - they're all Guardsmen, after all!
