So, I've been looking at the lovely new FW site, but I can't find out where they've put the experimental rules section...

In addition, they sell the Shas'O Ra'Lai XV-9 suit, but as far as I'm aware there aren't any rules for it anywhere, incuding anything that says what that weapon is that he's carrying. We can guess it's either the Pulse Submunitions Rifle or Ion Gun but it doesn't say.

Am i just blind? Or have they taken all the rules for their models down from the new site?

Yes they have, including all the errata and FAQS as well.

These will return, apparently, later in the year (Julyish I reckon) with some of the stuff -- DKoK army lists and the like -- having been reworked to be in line with the current guard codex and so.

I'm new to the FW experience... will they make adjustments to models based on the most recent rules? A lot of the stuff from Anphelion Project, for example, uses the previous codex rules on the effects of scything talons, for example.

Then apply a match, and when they are nicely ablaze, push them from a fifteenth-floor window after first perhaps shooting them a few times in the back with a revolver. This will exactly reproduce... the substance of First World War aerial combat and will cost your country nothing. It will also avoid the necessity of ten million other people to die in order for you to enjoy it."
