Lord of the Rings models are in a "true" 25mm scale. 40k models are in 28mm "heroic" scale, with exaggerated proportions. Wouldn't work at all.

they are too small so your kind of fethed but try on one of your models to see if it works first.

"Straight Fething Silver" Tanith first and only
I have a reputation, Modile, a reputation as a fair, honest man who treats his soldiers well and supports them in the face of darkness. Potentially, that reputation makes me soft. It seems I understand failure and forgive it. Some, like Kowle, believe me to be a weak commissar, not prepared to take the action my rank demands. Not prepared to enforce field discipline where I see it failing. I am an Imperial commissar. I will enflame the weak, support the wavering, guide the lost. I will be all things to all men who need me. But I will also punish without hesitation the weak, the incompetent, and the treasonous.
I am a Commissar. I am empowered to deliver justice wherever I see it lacking. I am empowered to punish cowardice. I am granted the gift of total authority to judge, in the name of the Emperor, on the field of combat.
— Colonel-Commissar Ibram Gaunt, prior to the field execution of his uncle General Aldo Dercius |

@Ghosty - so don't use GW lasguns. I used Hasslefree rifles on my Guard and they are much smaller than lasguns (so much so they almost didn't fit the Cadian arms).
I say give it a try and see what happens

I think it will work if you justify it in the fluff.
For example, they could be from a low gravity world, so they do not develop to the size of other humans.
Or it could be that they are recruits of a young age, say around 14-15, rather than the more mature recruits from other worlds.

Actually Potato, it would have to be in a high-gravity world that they don't grow very big. But yeah, the scale is off, but it certainly isn't impossible with the right bits.

Thanks for the feedback. I don't really have a lot of LOTR experience. The scale issue may well make it a bit silly, but the sculpting would be right on. I can see them using bayonets and working out well but if they're gonna be significantly smaller than guardsmen then It probably will not work out the way I'd hoped.

I thought about makeing Tallarns out of LoTR figs at one point, but if you take plastic Cadiens and stand them next to any LoTR figs, you will see that the scale is waaay off. It sucks, since so many of the LoTR figs and bits would be wonderful for conversion, but I guess someone didn't want you to be able to use WH fantasy minis to represent LoTR models, or some such. Point is, the scale is realy too far off.
