Okay I want to know the best lizardmen army I can make with this:

Kroq-Gar (really my favorite model and I'd really like to use him.... alot)

ancient Stegodon with engine of the gods

36 Saurus Warriors

35 Skinks w/Blowpipes

12 Saurus Cavalry

I'm not a lizardmen player but your army could do with some terradons for march blocking and war machine hunting and just being a pain to deal with in general, also Kroq-gar is a pretty big points sink i would still use the model and count him as a oldblood on a carnosaur with some goodies of your choice.

HQ:
Well first don't use Kroq-Gor, he's far too expensive on points, fortunately his model can be used as a Saurus Oldblood, I use this set up personally:

Saurus Oldblood on Carnosaur (Light armor, Maiming shield, Scimitar of the Sun Resplendent) - 445

The Stegadon isn't really that customizable:

Skink Priest (Level 2, Engine of the Gods) - 390 Points

Troops:
Then the Saurus, I'd split them to two regiments:

16 Saurus (Full Command, Spears) - 222 Points
20 Saurus (Full Command, Spears) - 270 Points

To make full use of your Skinks your gonna need small fast units instead of a huge clump:

10 Skink Skirmishers (Brave) - 76
10 Skink Skirmishers (Brave) - 76
15 Skink Skirmishers (Brave) - 111


Special Units:
Then the Cold One riders need to split into two squads, a block of 12 won't be flexible enough:

6 Cold One Riders (Full Command) - 260
6 Cold One Riders (Full Command) - 260

This army comes to 2110 Points

Now some suggestions. First your Cold One Riders, they would be a waste as one large squad, yet now their taking up two Special Slots. Cold One Riders sadly aren't that amazing and the special slot would be better served with several other choices. Stegadons are one of the toughest things available to your army and while they can be special units or rare units there is only one rare unit for a 2000 points force and having Salamanders or Razordons in your army is usually a very good thing (I prefer Razordons). Terradons are a cheap and useful choice, being the only flying troops available to the Lizardmen means they can take out the crew of warmachines saving the rest of your armies, march block and use hit and run attacks on small enemy units. I don't know Chameleon SKinks so we'll gloss over that. And I find Kroxigors can do everything that Cold One Riders can do, better and for barely more (5 Kroxigors is 275 Points)

Your should consider some Javalin Skinks with Kroxigors as they make a good flanking unit with the Kroxis able to take down most opponent flankers in combat easily.

Finally your army could really use a Slann mage priest as your second lord choice when your around 3000 points as thye are some of the toughest magicians in the game

Here is my take while trying to keep it close to yours:

The OB has a nice save which is going to help him stay alive a lot longer against the missile fire he is sure to soak up throughout the battle. The BBoC is 8968 times better than the SoB, really. While the Maiming Shield is nice, being on the Carnie really necessitates an Enchanted Shield.
The Priest really needed a Scroll, so I put on on there.
Also, I really think that you are going to want a BSB. That re-roll on breaks can come in handy when the Cold-Blooded fails the first time.

The Saurus will appreciate a musician more than a champ but would always rather take a FC. That said, the champ should still be the first thing you cut from them if you ever have to cut something.
The CoC will do better with a musician as well when used as a hammer.
