So all we would do is select a topic and then have two people go about debating! We would probably need to set up some rules and a way to judge who wins (a poll maybe?)

Anuvver fing - when they do sumfing, they try to make it look like somfink else to confuse everybody. When one of them wants to lord it over the uvvers, 'e says "I'm very speshul so'z you gotta worship me", or "I know summink wot you lot don't know, so yer better lissen good". It's an idea, but it would need to be moderated. Not "internet forum moderated", but actually moderated so that both participants have the questions and their replies filtered through a third party who keeps them on topic and focused on critical analysis rather than cheap rhetorical tricks.

Or do it as a recorded chat session with just a moderator(or 2), timer, and the debaters(set it so people can listen in, but not comment in the main channel). Tone is more important in a serious debate than the average internet discussion.
