Which is exactly why they're sometimes not allowed.
I don't see any reason why they would take off points. I have seen winners on 40mm bases before.
The problem is that precedent doesn't help...
The rules tend to be enforced rather haphazardly, depending on which country you're talking about, and in many cases on who accepts the miniature at registration. I entered a converted Sentinel here a few years back that was entered into 'Large Model' because for the Vehicle category, vehicles that come in squadrons had to have at least 3 models... while another entrant had a single Sentinel accepted in the Vehicle category.
Likewise, larger bases sometimes see a model entered in its normal category, into a large model category, into the Open category, or just disqualified outright. It all comes down to whether the 'suitable gaming base' is interpreted by the person on the day to mean 'the base the model should legally be on for the game' or simply 'an appropriate Citadel slotta base...'
