I'd go for Immortals personally, they are decent enough models that can lay down a fair bit of fire power on the move.
Flayed ones, maybe. Depends if you want to go down an assault route or not. They can be good, but aren't as out and out effective as other races assault troops and can be slow to get into position. Go for scarabs for assault in my opionion
Whereas Wraiths never seem to make back their points for me, and I hate trying to put them together they just never want to glue right...

I'd go for another unit of 3 destroyers. Give you some mroe long range firepower and will also help or perhaps even allow you to make some WBB rolls for them.

I agree with reds8n about destroyers too, their mobility is also a useful factor as it allows you to pick on isolated enemy units-couple them with wraiths and they can be a pain in the neck.
Strange though this may seem Id also now recomend some more warriors at some point. Sure they're boring to paint and build, but they are needed for objective taking and preventing phase out.
@Anavrin: yes the C'tan are cool, but when just starting out aren't really worth it. They cost a lot of points and to be honest don't always perform as well as they should

If you want to take the fast striking army type, more destroyers. Keep in mind that they go down easily too and don't provide any super anti-tank abilities.
Alternatively, you can ramp up your competitive standing and get a third monolith and a C'Tan. Triple Monoliths screening warriors with a C'Tan screen is about as dangerous of a combination as you can get. Unless you go the Tomb spyder route, and then things REALLY get interesting.

You could also get some Heavy Destroyers. They provide plenty of needed anti-tank firepower and are fast, so if you want to get a faster Necron army some of those would be good.
The only problem with getting Immortals is that they're EXPENSIVE. 13 bucks per model is a bit high.

Why am I tempted to reply "A new army." But in all seriousness, more destroyers is always good. Triple Monoliths I would disagree with. Too much tied up that doesn't help Phase out. If they were able to Deep Strike and Pie plate it would be a different story though. :(
