For example, the dracon model in the DE range could potentially have a punisher, but she also has a pistol in her other hand.

Would it not be okay to equip her with a punisher and a "tormentor helm" (this would allow her to use the punisher two handed and still fire a pistol)
paying the points cost to reflect her adept skills... I don't see how that could be "illegal". What are your thoughts on the subject?

Punisher + tormentor helm gives you the option of the pistol shot (note that you can't fire both at once) and the +1A in combat.

Buying her an a pistol wouldn't have any game effect at all. If anything, having a pistol on the model makes it clearer that she has a pistol to fire than a fancy helment does...

And why did codexes start putting the army list at the back - front makes more sense!

Yeah only I just realized that giving her a punisher on foot with a tormentor helm is no different against space marines than an agoniser and a pistol.

I have no idea why they've changed the codex's around, it's just weird!
