Well, they're a lot thinner than the other paints.
This means they're more watery, and they don't like sticking in place where you put them. Instead, just like water, they seep into the lowest part of the model: all the cracks and recesses. Washes are basically a way to blend the colours together a bit better and to fill in the cracks with a more concentrated, darker colour.

Washes, like Nightwatch said, seep into the recesses of a model. This is a good thing, as it provides instant shading. I find them especially useful for the folds in cloth, as well as providing a stained, dirty effect for weathering. They tie highlights together well, and when used with metallics you can get all sorts of interesting effects.
Devlan Mud might as well be renamed to Devlan Miracle.
