I keep hearing bad reviews on them due to the old codex, but I have seen them in a few tournament and they did pretty well, I was wondering if you guys could give me a more truthful prespective view on the army before I start one for myself.

If you like the fluff and the look of the crons then go for it.
TBF crons are very much handicapped in 5th ed but if you stick with them you should win your fair share of games.

Ya I keep playing around with builting a second army for myself of either Necron, Blood Angels or Eldar. Not sure which is the beter camp, just figure I would look them over and see which one I think would be the most fun.

Player skill > Relative army strength
...but Necrons are certainly behind the curve.
As far as starting a new army with them, it depends on what you like. I play them because I like the fluff, they are rediculously easy to assemble and paint, and the codex is pretty basic so list building is incredibly simple compared my other armies (Nids, IG). The drawback is because they are so simple, they can get boring pretty fast if you are playing the same people all the time.

The only issue I have with necrons right now (other than sweeping advance) is the fact that there are only a couple of load outs among all point levels that really work. Sure you can take odd ball stuff but you're probably going to lose at that point.
So as someone said, it gets rather stale playing the same list(s) over and over but you can't really take anything else. Yes, play for fun, but it's hardly fun if you get crushingly defeated as opposed to "good game" defeated.
Other than that though, I love necrons. They can be a lot of fun and opponents get very frustrated at them coming back from the dead, and no one likes going up against a monolith let alone two of 'em.

Well, Necrons tend to be very expensive points-wise so that typically translates into a cheap $ to points ratio until you get into some of the metals.

They can be used and win. Just don't expect much viable armies with a lot of variety. If you really like them go for it. Even dark eldar can perform okay in 5th edition. Only reason I haven't rebuilt an army for those are the quality of their models. So yeah. If you like the look of them and don't mind being limited in your effective possible army lists then go for it. They do look enjoyable.

It's not so much that Necrons suck (although they do) it's that the army is so dreadfully boring. There's almost no options to be had anywhere aside from "add more dudes to unit X". Their model range has a lot of metals and a hybrid kit or two, but is otherwise alright.
The biggest detractor against Necrons is the Phase Out rule, wherein if the army is reduced to 25%, they all evaporate. Even then, not all units count as "Necrons" for this purpose, so if you load up on Scarabs or Pariahs or what have you, your army will disappear even faster. Necron Warriors themselves are Space Marines who can't fight in hand to hand, and can't get any upgraded wargear. Sure they get back up half the time, but that doesn't make them that much better. Also, good luck fighting anything with a 2+ save. Heavy Destroyers are AP2, but almost everything in the army has a crappy AP.
Necrons are rumored to get a new codex in the coming year or so. I'd wait until then to even think of starting Necrons. In their current form, they're boring, not competitive, and limited in their options. Hopefully a new codex will change that.

No necron player worth their salt would field more than one squad of pariahs, if any at all ever. The only other units that aren't necrons are scarabs, tomb spyders and the monolith. And the c'tan but I leave them out as they're few and far between on the battlefield. The best units any player could and should field would be immortals for holding a line and destroyers for mobile attack. Heavy D's aren't worth it usually (at least in my experience) and more warriors is asking for more fail.
Everyone talks about it being so easy to phase out necron players but if you're smart about it you can avoid phase out pretty easily. Use a monolith or two to block enemy advances and break the front lines, doubling your WBB rolls and general mobile cover.
Ya, fighting the Sv2+ stuff is a PITA but a d.lord with the right equipment, or a c'tan, will rip 'em up easily. Heck, the nightbringer can just do that blast marker attack that hits everything around him at str 4 with no saves allowed. But generally speaking, it's a pain for sure.

Best of luck. If I went necron I'd go for a golden/brass color scheme. Maybe red highlights. but theres many good schemes to draw inspiration from.
