Unless they're planning on changing the
GW droppod rules to match the flyer rules. It seems to me that they eventually have to settle on one or the other, and this might be an indication of what's to come. Or they were rushed to get the book out and didn't take the time to make a decisive change.
Also, I wouldn't call it a house rule. Doesn't it predate
GW's droppod deep strike version?
