Expect the next SM codex to use the DA/BA as templates, including combat squads, change in rhino costs, etc. I think the reason they dropped the cost was driven more by people not using rhinos (because they're weren't very competitive) than because the developers realized rhinos werent' very competitive. A minor difference, some result, but just took a little longer to get there. Also, extra armor went up in cost, and I'm fine with that, since it does make a significant difference.

Planetfall/Planetstrike/Orbital Assault - whatever you want to call it - is rumored to come out in 2008. I have my doubts, but it's certainly possible.

Ultimately, build an army that you want to play. Based on the rumors of fifth edition (which is rumored for release in 2008), rhinos may again be seen en-masse since it's rumored that only Troops for the force org chart will be scoring units (I have doubts about this, but it is the current rumor).

The other advantage of Land Raiders is they're so big then can screen just about anything.

I wouldn't count on only troops being scoring units, but GW has made really bad calls in the past. Regardless, Dietrich has it right when he says that you should build an army that you want to play. In the end, it really is about having fun. If you have to crush your opponent's soul and see them cry as they sweep their dead models off the board turn after turn in order to have fun, then this isn't the army for you. If you want to play a bunch of marines in transports with heavy tank backup and you don't care too much about your win/loss record, then this is what you're looking for.
