well my argument I guess is that he was ON the hill. Even though the skimmer base was not. Skimmer base was behind it. However the hull was over the top of it. Also I hate WSYWIG terrain. It just leads to arguments like people saying they can shoot off your antennea

...which is covered by the rules. You simply need to discuss with your opponent before the game which parts of the vehicle constitute the 'body'...

A friend and I discussed this the other day.

A Leman Russ in an emplacement or tankpit with only the turret showing can obviously fire its weapon, but can it be hit back, since the hull is hidden?

page 20 main rules on bases-
with models without a base(such as vehicles) draw LOS to the hull of the vehicle instead as it counts as the base,. therefore when drawing LOS for shooting hull=base

skimmer bases have also been touched on in the FAQ as you basically ignore them as they are there for astetics to represent a "flying unit" because the models are so much larger than thier flying base.

Any one who tries to find loopholes like this should have their eyes poked out!

that includes stupid FAQ writers like the idiot that brought back "measure range from the gun barrel". in 3rd edition it led to modeling abuses so they standardised all base rules in 4th to "measure range from the hull/base, LOS from the gun and the probblem was solved. then this idiot brought it back.

our group still uses the 4th edition BBB for range specifically to avoid this loophole.

Well you still can tie a piece of string (say 2-3 meters) to your Wrecking ball and the other end to your Ork Vehicle... and who said Orks had trouble with vehicles?

But yep some FAQ answers really arent thought out well...
