Incorrect. CR will still hurt them.
As to balance, whining about HE is the sad. :-( VC are above the average, but not hugely so until you start hitting the regenning banner shenanigans. Extreme magic also seems to be a bit OTT. But when is it not?
Daemons need some serious adjustment. While most armies can build an OTT list if they try, daemons can build a balanced list if they try. Nurgle and Tzeentch seem particularly OTT and the free combining of forces seems to provide some balance issues (IE Khornedogs+flamers supporting PBs).
DEs have some ridiculous stuff (throwing stars and Manbane +hatred? WTF?) but seem a solid book overall. Definitely an improvement. A better book all around than HE, I think. Not only are more combinations viable, but low S shooting cost came down (compare RCB DE to HE Archer).
Warriors of Chaos is a huge letdown. I guess they didn't want another DoC.... Full of slow, expensive infantry, limited magic defense without mages and no shooters or fliers to speak of, so very vulnerable to WMs (dropping skirmishers and light fliers from an army dependent on CC was a very bad idea). Basically a 1 strategy book- rush forward with our without lots of magic and hope you don't get march blocked too much. Very poor design. I think even Orcs look like a power army next to WOC.
