No problem.

First part is from Page 66, Fire Points, last section.

Model firing from a vehicle counts as moving if the vehicle moves, and may not fire at all if the vehicle moved at Cruising Speed that turn.

The second part is from Page 67, Disembarking, first bullet point, last sentence.

After disembarking, these models may shoot (counting as moving), but may not assault.

Not limitations are mentioned here.
Limitations show up on Page 70, under Fast Transprt Vehicles.

Passengers may not embark onto or disembark from a fast vehicle if it has moved (or is going to move) flat out in that Movement phase.

Conclusion:

When moving more than Combat Speed, one cannot shoot out of the vehicle.
When moving up to Cruising speed, but not Flat out, one can disembark.
When disembarking, one can shoot but not assault. (assuming the vehicle have allreay moved this turn and is Close topped).

Let me clarify what I was saying in my posts.

(In summation)
The OP was talking about disembarking after moving 6+ (less than 12) inches.
Somebody responded that there wouldn't be much they could do (presumably to mean after disembarking, since that was part of the question)

My response saying they could shoot, though I left part out (I accept blame for that), was meant to say they could shoot after disembarking.

Now, when considering those facts against what you quoted... they don't seem to affect each other.
Once they disembark, they are no longer passengers.

We saw the rule you referred to and, after discussing it, decided that the wording was specific enough that it didn't affect them after they disembarked.

Opinions?

I came up with the same concerns with the 'extended' disembarkation that is obviously possible given the RAW. It's the reason I subscribed to this forum, just so I could get some positive feed back on the issue. So the issue, as everyone has come to find out, is as MagikalMemories stated:

I can't imagine this was 'intended' cause it means transports moving along roads are the fastest means of getting into the fray, short of deep striking and the like. As a DE player, I can pretty well manipulate the rules to do the same if I moved a raider 18". This however isn't the point. The point is 'embarking/disembarking' is broken concerning this issue. The only 'fix' I can think of is that the rules need to be clarified to either: 1. Denote that, "Vehicles that moved another 6" via a road are moving 'Flat Out'". 2. Or to simply just say, " disembarking is not possible if any transport moved more than 12"."

I wasn't even aware of troops being able to move, embark and then have the vehicle move. So I guess we're stuck with this until GW puts together a FAQ.
