Sarpedon has never been mentioned to use terminator armor. In fact even tellos was in power armor, although for conversion purposes, I'd model tellos and his squad as terminators, due to the mutations and other augmentations (chain fists = lightning claws)..

I too am building a Soul Drinker army and will be using the Chaos marine codex instead of the Imperial marine codex; however, with the exception of a few choice mutations, I will be using Imperial models. Obviously Libarian Sarpedon and Chaplain Iktinos would be best represented by using a Librarian and a Chaplain from the Imperial codex my focus is more towards the size of Tellos' assault squad and Iktinos followers. Therefore, the Chaos marine codex will allow me to use 20 man squads. Because I want to, I am picking and choosing (i.e. mixing) different characters from different portions of the book series as I fit. Therefore, most of the named main characters will be modeled post-mutation. Tellos will not have turned yet, have chainswords instead of hands and I will represent him as a Bezerker champ with 19 Bezerkers in tow. I will also be including a Chosen squad (Infiltrate) to represent Scout Sgt. Eumenes and his squad. Even though the Soul Drinkers do not have vehicles they do make use of them once in the field. I'm considering using 2 rhinos and 2 chimeras (counts as rhinos) painted up to match the "medical rhino" and "guardsmen" vehicles "stolen" in line with the storyline. I intend to model Sarpedon with tyranid legs and use him as a Chaos Sorcerer on a Bike. (the mobility and toughness bonus is fluffy) I rationalize that the Lash of Submission will represent Sarpedon's "Hell". So far my list is Sarpedon, 4x tactical squads of various sizes (7-9) mounted in the aforementioned Rhino/Chimeras, 20 Bezerkers, 2 x 10 Raptor squads and 1 x 7 Chosen squad. (The Raptor squads may lose a member or two as necessary to put power weapons or fists on various sergeants. "Cold and fast, Soul Drinkers!" Jon

I loved that picture it was pretty damn cool. I also thought the quick once over on those books was pretty interesting. Might possibly look into reading those

Normal librarian. Use 7 scything talons from the guants and one bionic custom one

Wow those are insane. Also right along the lines of what I want to do. I think I'm going to do the majority pre-renegade and have a few mutants to swap in here and there. The real pain is going to make them compatible for both coxecies.

Making them compatible for both SM and CSM isn't bad if you stick with mostly 10-men 'tactical' squads, Sgt with a powerfist or weapon, a special weapon, and maybe a heavy weapon. Raptors and Assault Marines translate very well. The problem is units like Terminators, which have completely different wargear, or if you take a bunch of vehicles and/or Dreads.

I'm doing some work on building my own soul drinkers army, as well. I'm going to go with loyalist stats. My plan is to make them fit in as much with the ideas in the books as possible. I plan on mounting all my tactical squads in drop pods. The only real problem is none of the Librarian psychic powers really match with what Sarpedon uses in the books. The way I see it the hell basically just reduces the enemies' morale.
