i just think that troop choice should be capped at 10 rather than 6.
and HQ possibly split into 2 catagories:

1: special characters and higher ranking characters. (calgar, avatar, pheonix lords etc etc)

2: basic characters (sm cap's, chappies, necron lords etc etc)

you could take 1 from the 1st section that will fill a full HQ slot, or 2 from the 2nd section per HQ.

Ah, so expand it rather than get rid of it perhaps? However I see why troops are 6 and the others are 3 (HQ not inculuded). So if troops were 10 then you could have 5 hvy, FA etc?

I like the spliting of the HQ into two groups. However I would limit the "special" characters to 1 per army.
