I say run with the space skaven idea. Every other race is in 40k. Why not Rats?

I'd also like to see some old "Slaan" (Lizardmen) make their way back into the 40k universe. THey could play like the Vorlons from Babylon 5. Like they've come back to restore order to the galaxy, or something.

And some have argued that GW wouldn't want the Hrud to still be Skaven anymore because of their dislike of Fantasy-to-40K armies; yet GW have released Chaos Deamons relatively recently and they share almost everything with their Fantasy counterparts. :|

I like that army with Night Goblins converted to Hrud. If you could find a cheap source of old style guns, that would be a most feasible army.

I might be more inclined to run it with the DE codex though, rather than the Guard one.

If you want to find some other dexes for the Hrud search Skavvi or simply space skaven. For the most part I suppose you can't go wrong with the Fan-dex's for the Slaan and Hrud. However getting people to allow you to use them is going to be a pain. When I get around to it I'm basing my Hrud off Tau and my Slaan off Necrons.

Tau seem more balanced and fit the Skaven imo, however by using Tau rules I'm conserned about not having adiquate rules for a Hornd Rat mini. Though the battle suits would be awesome for Rat Ogres.

The Slaan as necrns seems a little over the top if you think about it briefly, however think about it a bit deeper and you'll notice that it fits.
High armour saves because they wear armour and have tough scales underneath.
Resurection, think about how skinks can drop their tails and regrow them. with that as a basis the resurection could be some kind of "fake death" or fast healing.
Their weaponry is ancient like the necrons... wouldn't surprise me that it would be just as powerful.
Necron Warriors - Slaan Warriors, Scarab swarms - Lizard swarms, Flayed ones - Chamelions, Immortals - Larger Saurens, Destroyers - Skinks on hover platforms simmilar to Eldar, etc etc etc...
