This is almost correct, there are no firepoints in a vehicle that has the open topped special rule, as such needing to place the shot at the firepoint is rendered invalid. Since the rules for placing the WWP is exactly the same as the template rules, and because the vehicle will be open topped you use the hull of the attendant vehicle for the placing.

If not in the BRB, I believe it is clarified in a FAQ, might be orks. I remember some question about multiple burnas firing from a battlewagon.

I do know that open-topped vehicles allow a template to be placed touching anywhere on the hull. But again, this is a specific rule granted to models who are firing.

But what I've been trying to illustrate is that using a Webway portal is NOT FIRING and therefore you cannot use the open-topped rules for embarked passengers firing from it.

So you are stuck with actually having to place marker in base contact with the actual model carrying it, which cannot physically be done when they are embarked on the vehicle.

yakface's 40K rule #1: Although the rules allow you to use modeling to your advantage, how badly do you need to win your toy soldier games?
yakface's 40K rule #2: Friends don't let friends start a MEQ army.
yakface's 40K rule #3: Codex does not ALWAYS trump the rulebook, so please don't say that!

Which is unfortunate, I can hope there is a angel that I am missing but until then I will be a sad Panda.

Its odd they cannot just "toss it" over the side, but whatever, thems the rules.

The Eldar, more than any other army, should not only look at the output of each unit individually, but the synergy of multiple units together and their role in the force as a whole. - Fable
