Yes, but term debris is a decorative flourish, indicated by the "-" seperation.
In fact "coherency, measuring ranges, calculating whether other units can self-repair, and so on" was unnecessary in the sentence also.
"Damaged necrons are ignored completely for all normal game purposes" is the only thing that is relevant for game play.
there is no bone
there is no enemies charging through difficult terrain
there is no blocking base-to-base contact
they are ignore
Now leave me be at the base of the lowest tier.
I'm busy holding up the Tau just above me.

Belphegor, stop being such a kill-joy. You know necrons are crap at the moment, i know you play them, so why don't you just let them have something good?
And i think we should keep to the RAW, not RAI. No-one other than the author knows what it was intended to be. Even if you can make a very good guess.

The Necrons have two things going for it.
1) Monoliths
2) The "HAH! I just beat you with NECRONS! *giggle* *giggle*" effect... when it happens
I can't wait to get swept/denied by IG in close combat, it's going to be... fun.
(Already got swept/denied by Tau... weeeeeee)

(Also, necrons can't have anything nice, they're too bust being SILLYGRIMDARK.)

You can't use a laser pointer to draw line of sight from a model through another model in their unit either.
That doesn't mean the model isn't ignored for line of sight purposes.

No cover, as they are ignored. It doesn't matter that debris is now something that is specified to give cover saves, the fact that the WBB rule says to ignore the models trumps the save you might get. Also, don't assume the examples are the only things that you ignore the models for... "and so on' means that the list isn't exclusive, and "all normal game purposes" means just that.

doesnt matter either way if someone pulled this even at a tournament i would through my dice at them slap them with the rule book then leave- the rule is very clear that they do not matter for anything if you think your codex is so broken play a new army but dont try making stupid ways to get an edge

It's a very strange situation, they fall back with thier unit from close combat, and would be cut down with thier unit in a sweeping advance to the best of my knowledge, yet there are other things that suggest they are entirely un-related to the unit.
Your safest bet is to burn your copy of the Necron Codex.

I don't think this is clear cut as some may think.
The codex is quite clear that the damaged Necrons are ignored for all normal gaming purposes. They may be debris, but they are debris that is ignored.
TLOS is a normal gaming purpose, thus, the damaged Necrons are ignored through TLOS, thus, no Cover save.
