Afaik, only Luthor Huss causes fear. I think he isn't too shabby, seeing that he comes with an inbuilt ward save. A little on the expensive side, yes, but still decent when you don't have to worry about failing your fear test with a crucial unit.

Erm...the previous posters were comparing
DE PD levels to Lizardmen PD levels. My point stands: The high number of
DE PD's does not help anyone playing Empire.

Warrior Priests are NOT wizards. They have NO spell level, and cast NONE of their spells. They are all bound spells, as though they were cast by an item.

The
OP wants to play all Knights for Empire, just as the title says, so I'm not sure bunching up with a number large enough to justify the huge expense of the Imperial Banner is such a good idea. He will have to make heavy use of flanking, which implies a strung out "line". I'd personally use the TGM in a unit of
IC knights, a WP with the Icon in another unit and Luthor in a third. You won't get rid of psychology completely but you can mitigate it to some extent.
