There is no fluff for it, nor is it a part of their uniform that different Orders have different coloured hair (seriously, stop smoking that!)

As everyone says, there's no official fluff for it - I paint all my sister's hair white (off white, like on the cover of the 'dex) to help differentiate them from the other models in my army (inquisitors, priestesses etc - all female too). I justify this in my own fluff that all sisters on initiation accept a minor genetic modification that makes them all take on the aspect of their founder - it also helps explain the stunning lack of variety in the minis

It's the same reason that all cadians and ultramarine scouts are painted as having brown hair. Ultras have different hair colours and cadians I thought were supossed to be blonde with purple eyes. It's just easier to paint them that way. Why do they have at all?
Girls with platinum blonde hair tend to be hot and I suspect that that has something to do with it. Desirable, but dangerously unobtainable.

Nope, bad idea. With all those flamers someones hair is BOUND to catch light sooner or later. With white and black hair it's easy to spot, but redhead are not so quickly discovered.

It makes a bit of sense - if you bleach your hair, it looks white. If you dye it, it looks black. If you're part of sisterhood that wants everyone to be similar, you all either bleach or dye.

Only one way to know for sure...
