sisters of battle have a pair of pistol flamers that work together to give her a single flamer template. (counts as a pair of CCW). Personally I would say she doesn't fire as far as a normal template but for simplicity's sake the let her use it.
If I remember right, once upon a time hand-flamers used the small teardrop template seen here.

As for it not counting as a close combat weapon; a TRUE space marine doesn't need a close combat weapon. His enemies are his weapons, their bodies his shields. An Astartes has no need for weaponry, or even armour. They just speed up the job.

Thats legal in england?! Hell man a potato gun is considered an unlicensed cannon over here... now from the name i would assume thats a felony, but i've yet to get arrested for it so i'm not sure, it could just be confiscation and a fine for all i know, but yeah in no way shape or form does that sound "legit" to me.

Its not like i was making a napalm flame thrower or any thing. Mind you its not that hard just mix Styrofoam with petrol .... god i know too many dodgy things. Still fun child hood ^_^

That is still pretty close to Napalm 
And to stay on topic: Flamers are never defined as any sort of handed, nor does it matter, as there are no limits to the Weapons you can carry at any one time anymore (though there are limits on the number you can fire/use in CC).

But, it's the boltgun that's replaced not the Bolt Pistol. You can model it as if he's holding it with one hand. I did that with one of my ML marines, but he's actually shooting the pistol while holding the ML slightly up and unaimed.

Chaos space marines still get the extra attack for carrying a flame thrower (along with both a pistol and a chainsword) so they can more than likely hold one in the same hand. If a normal space marine is able to hold a fully grown man offf the floor and not care about it. He should be able to hold a flamethrower (with an underslung tank!!!) with one hand.
