I pretty much totally agree with Mahu on this one; power weapon + flamer + MM + Rhino. This is my default now, as it forms a good "spackle" unit; it fills the holes in your army that develop as the game progresses.

If you play a all-out, longer-ranged game, I can see the reasoning for swapping the power weapon and MM for a Lascannon or ML as well. They will be quite good at popping or immobilizing light vehicles from far away, which is obviously what you want with that type of army.

I could also see the plasma cannon being a decent choice as well, but there are LOTS of things in the codex that can deal with infantry, and it's far less valuable when trying to take out vehicles.

What everyone's saying about tac squads not really being suited for attack is quite true. The SMs have tons of other units to attack the enemy with, the tac-squads strengths are versatility, durability, and most of all scoring ability. Holding them in reserve is a great choice against big-time ranged armies(IG), or units that can get on you rapidly. The squad is much more durable in its can than out of it.

Also, I know this is a little off topic, but IMO, Dev squads are pretty useless for the points, no matter how they're kitted.
