I think it's more the fact that, as women are wearing such skimpy things at the pool--it's a bit uncomfortable for the female persuasion when someone's leering at you from across the pool and you can notice they're quite...interested.
True story:
Was doing lifeguard work over the summer at a local pool, and this one creepy 40 year old wearing speedos kept looking at these jailbait brunettes who were there using the pool for the swim team's practice. Noticed that he kept going to the bathroom every few minutes or using his camera phone, and realized he was getting his jollies off there on some underage girls.
Suffice to say, the authorities were notified and he got hauled off.
