Eldrad is the Eldar Farseer that warned (or at least tried to warn) Fulgrim about Horus' betreyal.
He was also, given to the codex, one of the most potent farseer that ever was.

Like i said in the previous post, i thought he died or got stuck in the Warp during the Black Crusade :O

List of armies most dangerous right now to the imperium:

1. Orks
2. Chaos/daemons (i consider them the same because they are both backed by the chaos gods)
3. Tyranids (I think we'll see these again soon, there is no end to them)
4. Necrons
5. Eldar (also put dark eldar in this list, maybe dark eldar are a bit above because they are in constant need of souls)
6. Tau (Too small at the moment to be a great threat, but slowly growing, still nothing like the threat the others possess)

List of most dangerous individuals:

1. Thraka (pretty easy, he's organizing the orks in a way that no one else really can and the number of orks is incredible)
2. Abaddon (can organize chaos for short periods of time, very dangerous)
3. Norn Queens (obvious, without these the tyranid numbers dwindle and the hive fleets fall apart)
4. Cypher (whether they realize it or not, probably one of the most dangerous individuals in the game setting, nearly unstoppable and focused on getting to the emperor, to do what is only speculated about)
5. Ahriman (seeking entry to the black library, if he does it could be game over, he also controls massive amounts of cultists and 1ksons forces dedicated to him directly)
6. Fabius Bile (Cloning genius, if he perfects his techniques he could potentially double/triple/etc the fighting power of csms)
7. Typhus (responsible for millions of deaths, control of lots of forces)
8. Asdrubabel Vect (leader of the dark eldar, urien rakarth is a threat as well, with eldrad dead we don't really have one uniting force for the eldar)
9. C'tan (control the necrons obviously, but the necrons currently arent a major threat so they are a bit lower)
10. Huron Blackheart/rest of CSM leaders (I don't really see Huron as any better or more powerful than some of the other csm legion/warband leaders, they all have substantial forces and are working to convert lots of humans to their rule)

Some things I disagree with on other lists:

Kharn - Kharn is a mad dog, he split apart his own legion. He isn't really a leader as much as a dog on a chain that Abaddon or someone else can let off the leash to destroy something

Tau Leaders - Again, they are very small right now, when they get more systems under their control they will be more acknowledged.

Cypher isn't known by the imperium. He's a secret only to the DA. Only the Deathwing know about the Fall ITSELF and only the Elite! (Belial, Sammael, Ezekiel, Azrael, master interrogators) know about the big baddies (Luther, Cypher, some other lion named guy whos name I forget but he's in the rock so nbd), so no Fallen Angel belongs on the list at all. I don't even think Belial and Sammael and Ezekiel know fully about Luther.

http://wh40k.lexicanum.com/wiki/Cypher - Cypher is known throughout the galaxy, he is also known to at least "Cardinal Elyass Vallkante" who wrote a paper on cypher's knife that he possibly lost to the C'Tan.

http://en.wikipedia.org/wiki/Cypher_%28Warhammer_40,000%29#Cypher - "He is an enigmatic character, a legend on almost every world of the Imperium. He is the most hated of all the Fallen and the Dark Angels would do any act, bordering on heresy, to see him captured.[3]"

Sources suggest that Cypher wants forgivness and redemption from the emporer. It also suggests that he is as loyalist as any other Dark Angel around today (apart from the fallen, obviously). It is so confusing as to what side he fights for I think he should be left off the list for now till GW releases more info on him.

@Imperial Monkey: Regardless of WHERE his loyalties lie, he's still a wanted man. 1stly by the Dark Angels and thier sucessor chapters, 2ndly by any Inquistor curious enough to wonder WTF is going on. 3rdly by pretty much every security force in the imperium. I'd say he's a VERY wanted man.

I think It should be the heretics first like abboden then the fallen angels (dark angels who fell for chaos and that is heretic anyway) after that the orks maybe tryniads but not tau as much they are not a massive threat .......yet........

Remember, accoridng to propaganda states that many of the badass guys are actually dead. (hence deamon princes and primarchs are out of the question) We have to think about a list, an ACTUAL list that would be available to bounty hunters. For the creme-de-la-creme of baddies (Ghagzkull or Abbadon) they would either send whole armies (Golgotha) or expert assasins.

I say Eldrad may return as a wraithlord...and an awsome wraithlord he would be. Nah...
The Dark Eldar lord should be there because the Dark Eldar can't really be attacked and they can take out entire planets in one raid.

Carneus Malgar should be able to wield three weapons (each with a stormbolter attached) and ride on a golden dreadnought. I'm also a proponent of a rule where the SM book should be hardcover and once a game, you can use it to smash up one squad, at any point during the game. The opposing player gets to be your bitch forever (like a neophyte with no promise of glory or promotion) and if the book is scratched, you get to smash their entire army and they buy you a new book. I think this should happen by 7th edition at the rate we're going.

That sounds fun but totally pointless in a game between two space marine players, also many believe (and it claims in codexes) that the primarchs are returning (kind of like jesus but more intent on killing!)
It would be useless anyway as without the emporer another would just take over and there would be another civil war.

I find it funny that people think that Eldrad would be so hated by the Imperium. Distrusted? Sure, but not hated.

Let's see just some of what Eldrad did for humanity:
He warned of the Horus heresy (although he wasn't listened to)
He worked with/trained Deathwatch SMs (hysterical since he is Xenos)
He came to the aid of many human worlds
He sacrificed himself to almost singlehandedly end the 13th Black Crusade.

No...the Imperium would not put Eldrad anywhere near their top 10 Most Wanted list. Heck, he is probably as close to a "good guy" as a Xenos could be, from an Imperial mindset. True, he would still be "Xenos Scum", but he would be considered better than most others.

I dont think Eldrad 'wanted' by the imperium either. He's not much of a threat it the state he's in.
Abbadon and Ghazghull go straight to the top of the list.

No guys, it's fairly obvious that Cypher is only wanted by the Dark Angels. He hasn't fallen to Chaos though; he ran away from their 'initiation' ritual, which usually involves loss of clothing and close physical bonding with your fellow initiates. Eldrad records the rituals and e-mails them to all the Chapter Masters for laughs.

Wrong Cheese. Although he has many varied names, Cypher is wanted by THOUSANDS of security forces in the Imperium, but none of them suspect him to be a fallen.

Also I thought that Cypher was only known to the DA
