The Punisher is useless against most tanks. Plus, the Executioner is only 10 points more and multiple plasma blasts are scary. Plus, the Executioner ignores FNP and can kill light vehicles.
The Punisher is cool though and would work great in the squadron with heavy stubbers. That would be ace.

Single tank or squadron I think that the stubber is worth its points on the Punisher. At the same time I think that the sponson heavy bolters just don't cut it. The stubber bumps the firepower up to 26 shots, its only 1 less str than the other 2 weapons and it means that there is no reason not to keep moving (be it towards or away from a target.)

Heavy 20... sounds good on paper... S5 ap-... cover saves everywhere anyway, and bs3? You really expect them to hit? I think torrent of fire eldar army knows how often those bs3 scatter laser war walkers going to hit.
Personally, I'd go with other option for heavy, but if russes are the only choice, I'd go for no upgrade ( unless it's free.... should be called swap instead) LRBT. Cheap, useful, and scary.
Why rely on something weak that has no way of fixing it? In this case, BS3 of russes.

While the Punisher is interesting, might I draw your attention to the humble LRBT. The nice thing about the normal LRBT is, that the battle cannon is an ordnance weapon, if I'm right. The ability to roll 2d6 for armor penetration and choose the highest is quite useful.
For example, the chance of penetrating AV13 armor (vindicator, Tau big tanks(?)) with a normal BS3 krak missile is 8.3%, a battle cannon as a chance of 15.8% - that is 7.5% more and worth a shot when the situation makes it necessary.
A Punisher is really only good for anti-infantry work. A LRBT, which is cheaper, can at least try and fight enemy armor - and with Pask in it, that would probably work! Pask would increase chance of pen on AV13 to 27.2%! Go vanilla Russ, now you can hunt tanks, too! 18.7% of penetrating AV14! Granted, this is not brilliant, but this means you can have a nice anti-infantry tank with battlecannon and heavy bolters and when your primary targets are eliminated or not in LOS, you can try and kill even heavy armor!
You see, I like the normal LRBT.
Note: The hit percentage for the above calculations assumed that even a shot that deviates 2" will probably still hit the target. Should work with most tank hulls.

Don't also forget that ordinace weapons also strike on the side armor, so your chances of breaking armored tanks goes up (unless your fighting land raiders... then your screwed either way)
But personaly... I want a punisher... who doesn't love the fact you can own a tank that uses a mini-gun for it's main cannon! Add pask for lol's and he's hitting on 3's ;p Punisher driven by Pask is awesome against MC's as well ;p

No, that's barrage. Battle tanks are not armed with barrage weapons, so they hit the facing that they are in.

What about adding Knight Commander Pask to the tank? 50 points, boosts it's BS to 4 and adds crack shot. Any failed to wound hits against MC are rerolled and it adds +1 to damage table as well as the usual Crack Shot rules.
Edit: Just noticed Superscope had just mentioned it.

It hit's on the side facing whatever shot at them. Except for barrage, iirc (as I don't have rulebook with me atm), that hits on the closest side to the hole in the template or something like that.

Regular ordnance always hits the facing of the vehicle that the firing vehicle is in.
Ordnance barrage hits the side armor on a direct hit.
Either, IIRC will hit the side of the vehicle that the center hole is closest to on a scatter off the vehicle (feel free to correct me if I'm wrong on this last one, don't have a rulebook handy).
