It's not. I built a custom BW years ago and didn't buy the 3 Russes until the latest codex came out. Prior to that my Kult o' Speed used 5 trukks and the 1 BW with 3 skorchas. I bought the 3 Russes so I could use them as BWs OR Looted Wagons depending on the game. I still use the custom one for my Nobz which all fit 10 comfortably and ride in style with Spikes N Blades to boot

The Russes are just the base model. The whole point of my original post was regarding how an Ork player HAD to build his own, which is a lot more unique and interesting.
