You can, even Gwar noted this was RAW not Rules as Played.

Exactly, I don't know anyone who plays by strict RAW on this one. GW did mess up the rules on this, but it seems everyone just automatically turned a blind eye to it and just played in a way that makes sense anyways.

That's exactly right otherwise lots of vehicles especially Sisters of Battle would never have been used in the game.
Whenever you come across one of these situations you just have to remember that GW are not very good at writing rules, but that's OK because they encourage you to adapt them as you see fit in order to make them playable.

That is still no excuse. The only reason they sell models at all is because of the rules. If back in the day Citadel had not made a Sci Fi addon for Warhammer Fantasy, you think they would have sold any Rouge Trader Models?

As a point of debate, that's  . The rule says to place the template touching the firing model and in the same sentence says to cover as many enemy models without touching a friendly model. "[Place] the template ... touching the base of the model ... without touching any friendly models."
No amount of informal legalism can save that sentence from the fact that it should have said "any other friendly models" and cannot be satisfied as written.

True, it would be clearer if it said any other friendly models.
However, we have been given two orders:
1) Touch the Specific Model that is firing.
2) Do not touch friendly models.
Which is more specific?

Yep, and that would involve GW doing more serious editing on their rules than they do. if you insist on playing this rule strictly as written without paying attention to the specific > general overall rules choice, feel free, but you might find it hard finding an opponent who agrees with you that by a strict RAW interpretation, flamers are useless heaps of plastic. and hence neither of you get to use flamers. esp. as they are one of the better special weapons in fifth.

Playing the game only by RAW is a terrible idea. You will find that Space Marines wearing full power armour cannot be shot at, as no part of their body is visible. Don't play by RAW.
Did I mention it's a bad idea to play by RAW?
