Not necessarily. If the bridge builders can't get within 2" of a friendly b2b model, then they can build all the bridges they want, maintaining coherency, and charging anyone else they want (again, maintaining coherency). I guess a good rule of thumb i to charge the far away unit first? I'd like to point again that the movement phase totally let's you set up if you use your full coherency limits (3 guys 2" apart are already more getting you there). It's jsut a matter of being close in the first place.

Isn't that what I just said? You can do it, but you must obey the usual restrictions for assault moves in order to legally build your bridge.
