Ahtman, they addressed/did it in DS9. In fact, Quark not only would program them in for people, he also ran a Holo-Brothel on the side(his most popular? Major Kira).

Also, good point on the online relationship thing, I was going to bring it up myself. Not a "real" physical relationship, but the modern day equivalent of Holo-Sex does happen in the majority of them, even though it's often more seen as emotional infidelity(which to women, from what I've seen[girls, feel free to contradict me], is infinitely more betraying than just physical infidelity) than physical.
