Ive always wanted to take 4 splinter cannons in a scourge squad, and just jump in behind cover but in range, and riddle them with 16 shots per turn, jumping from cover to cover.

Scourges are a mystery wrapped in an enigma - and the answer is; they suck.

For 160 points you can field five scourges with 4 splinter cannons. You will average 10.6666 hits for 5.3333 wounds versus Orks. you will make a dangerous terrain test every time you move if you're jumping from or to terrain.

Or you can pay 120 for a Ravager with upgrades to all Dissies that is a fast skimmer vehicle with 11 AV.

Your Scourge idea sounds fun, but that's all Scourges are for - fun.

Scourges need move-and-shoot dark lances, and they must be cheaper. Or at least get a 4+ save and the ability to move through cover without making tests.

But don't get all bent out of shape if your opponent looks disdainfully upon your lack of originality while tabling you in 4 turns because he's got beating SMs down to an exact science after fighting them for hundreds of consecutive games.
