taken as : this replaces their foc with the new one. an elite unit that is taken as troops, means they can not be taken as an elite choice only as a troops.
maybe taken as : they have two slots on the FOC. see tyranid warriors can be elite or hq or both in the same list.
in this case the codex says "counts as" the white dwarf says "taken as" these are not the same.

Please don't ignore the example presented to you, you need to answer for your logic to hold up.
Wolf King rule (for I think Ragnar? not sure) states that Fenrisian Wolves count as troops. It uses the EXACT same wording as Logan's rule, except replace the word Wolf Guard with Fenrisian Wolves.
Now, Fenrisian Wolves also have a rule that states that they may NEVER be a scoring unit.
So, if your logic is correct and "counts as" means they still are whatever they were at the start, then what precisely is the benefit of Ragnar's rule? Do you honestly think that the Wolf King's only purpose as a rule is that he can deploy 2 units of wolves in a
DoW game?
That would make wolf king the crappiest rule ever written.
I feel, that instead of being super lame and doing almost nothing as a rule (since Fen Wolves CANNOT be scoring), that the rule allows 6 choices of wolves to be filled, taking up the Troops
FOC slot.
