Sure, there probably is a ruleset for anything and everything. But gamers generally want games that are thought out, well supported, and popular.
Just because there is a ruleset out there for theme x or era y, doesn't mean that its accessible, understandable, or fun to play.
Just because the rule set is out there, doesn't mean that collecting the models to play it is always convenient enough to be worthwhile. For more obscure rulesets, one often has to cobble together collections of models from various brands that can differ greatly in aspects such as quality of details, "
WYSIWYG-ness" and just the general satisfying sense of uniformity granted my sourcing the collection from fewer places. Sometimes the models have to come from limited runs, which complicates things further.
Just because the ruleset is out there, doesn't necessarily mean (for the reasons outlined above) that it is widley heard of and/or played. Players don;t want to invest in products they'll have few if any people to play against. As such, companies go under, from lack of sales, which eliminates a great deal of support, and ultimately creates a cycle.
Just because the ruleset is out there does not mean its good enough to be worth playing.
